The discussion has been good so far. Sincere appreciation to the members of Talk Paranormal for this.

Okay, so here is a question routinely considered by scientists and science fiction writers alike.

Any extraterrestrial that comes to Earth must have solved the problems of faster-than-light space travel, along with provisions enough to carry them through the long journey. Of course, an extraterrestrial that evolved on another planet would be extremely different from life on Earth to the point of only having negligible chances of surviving on this planet. Any resources available on Earth would probably be available much closer to their home than our solar system and our planet.

Why would an extraterrestrial want to come here?

The jalts were the first in this galaxy to engineer interstellar travel, and one of the few civilizations to do it by themselves. Aphlair (their home planet) is in what our astronomers call the Norma Arm of the Milky Way; the jalts call it Grursugajal ("Northeast Cradle"). The foundation of the Confederation was laid when the jalts traveled outside Aphlair and came across the trigiflags and the uferpons (situated on Trigot and World-Uferpon One respectively). With the exchange of information, and the fact that this trio of races got along so well, a precedent was set.

The majority of life in this galaxy is carbon-based. In comparison to humans: the jalts and the uferpons share our necessity for inhaling oxygen; the trigiflags are an enigma in that their physical form is vaporous (and roughly three-quarters oxygen) with respiration that requires ingesting lithium. The jalts and the trigiflags come from a higher gravity than ours and have adapted to moving in leaps and bounds; the uferpons come from lower gravity and instinctively anchor themselves for slow but steady movement. The jalt scientists thought through these and other details at every step since before Aphlair's atmosphere was breached by the first exploration party. By the time they reached World-Uferpon One, their record for crossing from one star system to another was our equivalent of 8 months. The input of trigiflag scientists was able to cut that time in half within a matter of decades.

With each planet that received contact, there was and has been a trial-and-error linking of civilizations to form a galactic community. The trigiflags were, before long, taking charge as surveyors and diplomats. They discovered that every civilization (themselves included) follows a pattern of building itself up, hitting an initial peak, undergoing decay and destruction, and finally having a chance at rebirth once the survivors emerge. "Sagron" (roughly the jalt word for "pattern") was decided on as the name of the galaxy. It became a standard to wait for each planet's partial doom (i.e. our upcoming "Armageddon") to come and go before making contact. Another standard is taking stock of every resource the Sagronians can possibly offer (i.e. what the natives eat/drink) and finding common ground (as in shared cultural values) before committing to Sagronian presence.

This all worked its way toward the "Perseus Arm" as we call it. By the time Earth saw any extraterrestrial visitors, star systems could be crossed in a matter of seconds. After Earth has its official contact and invitation to the Confederation in 2574 (unless scheduling changes), there will be only two civilized planets left that haven't been brought into the fold.

But that doesn't necessarily answer your question, because it doesn't explain why any visitors would appear prior to 2574. To explain that, I'd have to launch into a 5000-page essay on how Sagronian conduct toward unintegrated planets has been tested and breached during Earth's history.

So the answer is somewhere between "I don't wish to got into detail enough to explain it" and "the extraterrestrials are just really charitable to less developed planets?"

So If I sign up, whats required of me?

And I feel Blaze will come in here with something like probes but my question stands.

Ignoring the frankly ridiculous thread at hand, Magga Stina, you need to Google something called 'lens flare'. Tell me, do any of these 'spirits' appear when you are taking a photo of anything other than a direct photo of a light source with a poor quality camera?

"Charity" isn't the word I would use. The key reason for visiting any planet at all is the social desire to know one's neighbors. The galaxy is massive but finite, and there is a broad consensus among Sagronians that the Confederation has served its purpose well: the network of neighboring civilizations allows for more manageable planetary trade, less armed conflict, and above all the ability to rely on each other in times of crisis. Many member planets are just as incompetent with advanced technology as we are (Gaefawterhn comes to mind), but they still enjoy the same rights and freedoms.

If there is one example I can use to illustrate my point without bogging you down with the boring stuff, it would be Roswell, New Mexico. When a vetala outbreak occurred near Roswell, the nimps (being the good neighbors that they are) jumped in prior to getting any Sagronian clearance. The outbreak was dealt with and humankind had no need to contend with an early apocalypse. Several nimps, however, were severely injured and unable to return to their convoy in time ... and considering American military under the Truman administration, the presence of extraterrestrials was (to put it mildly) poorly handled. Nimpisa never retaliated for the ingratitude, and on the contrary pleaded to the Confederation for no war-crime labels against any human involved in the Roswell incident. Officials understood the nature of the incident and gave it a pass.
Fair_Luminary:

Although Earth is not a Sagron member, there is a community of Sagron-integrated humans that have built a life either here or abroad and adhere to Sagronian law. As a leading member of that community, I have had more than my share of say in the legislation and enforcement of policies particular to that community. As you can see, my most recent decision was to strip down secrecy regulations as a way to increase potential membership. "Signing up" entails very little other than, as I mentioned, abiding by both Sagron and whatever Earth nation you happen to live in.

Wow, you need to write a book with that name generator you're using.

Well that seems kinda disapointing, I was at least hoping for a decoder ring or a jacket patch.
